It gets a few hits on google but I always correct it when I proofread - because the grammatical object of this sentence is not the actual object (you are not recommending 'him'). I think there is confusion with 'advise' - you can 'advise him to go home' because 'him' is both the grammatical and the intended object.
We do say 'recommend [object] to [indirect object]'/'recommend [indirect object] [direct object]':
I recommended this book to him
I recommended him this book
Otherwise:
I recommend that you go home
or you can drop the 'that' in more informal speech:
I recommend you go home
