What is the different between "refer" and "prefer"?

I prefer coffee to tea.

When we used "refer" and/or "prefer"?

But I am still not too sure about the use of them.
I think that:

"I prefer coffee to tea." is correct.
"Coffee can refer to an addictive drink." is corect.
"Coffee can be referred to an addictive drink." is correct.
"I refer coffee to tea." is incorect.
"Coffee can prefer to an adictive drink." is sound right to me.
"Coffee can be preferred to an addictive drink." is sound right too.

It took me a while to figure out what and where your difficulty is and I am still not sure whether my understanding of your post is correct. Despite all my doubts, I'll give it a try.

I think you are confusing two different verbs, i.e prefer (when you like better than something else) and refer + to, especially in it's passive form (to be referred to).

Some people prefer tea to coffee (active)
Coffee may be preferred to tea (passive).

Some people may refer to coffee as an addictive drink. (active) i.e. they call coffee an addictive drink because they regard it as such.

Coffee may be referred to as an addictive drink (passive)

Please note refer to + as.
