This is the definition of break the ice from dictionary.com, but what does it mean?

Is it a typo and it should be "relax a tense of very formal situation"?

No, it's not a typo. "A tense of" would be incorrect. The situation that breaking the ice relaxes can be either tense or very formal. "Tense" is an adjective.
