[Grammar] Sentence from my HR policies

"All eligible male employees shall be entitled to two blocks each of seven working days of paternity leave after the birth of their first and second child"


Does it mean that an employee can take 2 blocks of 7 days leave each for first baby and 2 blocks each of 7 days leave for second baby?
OR
Does it mean that an employee can take 1 block of 7 days leave for first baby and 1 block of 7 days leave for second baby?

I can't. The sentence is confusing.

It is unclear, but if I had to guess, I would go for 7 days per child for the first two and nothing for any further children.
