Does the above sentence means "one needs to take care of her"?
 
Probably. (I'd be more sure if there was some context for that.)

Rover, I don't agree with your corrections. She needs someone to take care of her. There isn't someone who needs to take care of her.
 
How about
She needs looking after.

Does the above sentence mean "There's someone needed to take care of her"?
Am I correct? Also learning.

She needs looking after means she needs help. She needs somebody to check in on her every once in a while and do things for her -- things like cooking and cleaning.

I I wouldn't phrase it the way you did in post 6.
 
In BrE, you'd hear "She needs someone to take care of her" and "Someone needs to take care of her" to mean the same thing.
