She needs looking after means she needs help. She needs somebody to check in on her every once in a while and do things for her -- things like cooking and cleaning.

I I wouldn't phrase it the way you did in post 6.

In BrE, you'd hear "She needs someone to take care of her" and "Someone needs to take care of her" to mean the same thing.
