She said to Ali, "Hurrah, we have passed the exam!"

A) She exclaimed with joy and told Ali that they had passed the exam.
B) She exclaimed with joy that they had passed the exam.

The original direct speech sentence is created by me. Which reported speech sentence of it is correct? A or B?

That is not natural.. I'd say 'She cheered.
Please tell me how you'd say the whole sentence naturally?

She cheered and told Ali that they had passed the exam.
Is the following also good?

She cheered that they had passed the exam.

You could replace "cheered" with "said"; but they don't mean the same thing, and in my humble opinion that's the problem.

Is it grammatically wrong? Or is it grammatically correct but unidiomatic?

It's wrong because of the meaning of the word 'cheered'. You can't follow the verb 'cheer' with a 'that'-clause because cheering is about making a certain noise, not about relaying information.

As I've checked its definition, "cheer" is the word we use when express something vocally, or we shout out something. Do you really shout out "Hurrah!"? I don't think we do.
