The underlined is a correction of Korean style English. What do you call a short sleeved top? Does "shorts" only mean "short bottoms"? Don't they ever use "short pants"?

Shorts always means 'short pants or short trousers.'

Both descriptions are correct. "I'll wear short pants." "I'll wear shorts."

A: Tomorrow is the picnic day!
B: I know. Tomorrow will be hot. I'll wear shorts and a sleeveless shirt.

The short sleeves or half-sleeved shirt is called a Bush-shirt! The short sleeved top may be called a T-shirt or tank-top!

"Short pants" would sound very old-fashioned in the US.
A tank-top is not the same as a t-shirt, which is not the same as short-sleeved shirt. If you google images for the first two terms, you'll see the difference.

I'm wearing a short-sleeved shirt to work today - with a skirt. It just means any top with sleeve that end somewhere between your shoulders and your elbows. A t-shirt would be inappropriate for my workplace, and a tank top would be against our dress code.
