Does he mean "(I am) so happy about this"? Or does he mean "(He is) so happy about this"? The man in the pic smiles and so I guess it is the latter. I am not very sure.

Generally, on social media, when people cut a sentence short like that, they're talking about their own feelings.

That's the wrong tense. Smile is not a stative verb, so you should use the continuous "is smiling" here. The sentence you wrote suggests that the man routinely/habitually smiles.
