2) Are low tone of voice and speaking softly the same in meaning?

3) What is the polite way to ask someone not to speak loudly?

High and low usually refer to pitch, not volume.

Could you lower your voice, please?
Could you talk a bit more quietly, please?
Would you mind speaking a bit more softly?
