Is it grammatically correct or possible to say “English is taken not even as” or “English is taken as not even a second language” ?

Which of these phrases could be used?
 
Neither makes sense. Please try to express your question using other words. By "taken" do you mean studied?
 
Do you mean that they don't study English? If so, try this:

English is not taken, even as a second language.
 
Do you mean that the people there (wherever "there" is) do not learn English as either a first or second language?
 
Neither of them makes sense to me. What are you trying to say? Please explain it a different way.
