I understand "that can’t afford to be particular" as "that can't pretend not to be involved." Am I on the right track? Some nuance here appears to be beyond me.

You've missed the meaning entirely, I'm afraid. The phrase refers to places that don't have the luxury of picking and choosing; they have to take whatever is available.
