"How dare you say that!" or "How dare you do that!"

"I cannot believe that you would actually say that!" or "I cannot believe that you would

actually do that!"
(2) Here is a true story:

Some years ago, an Australian gentleman wrote to the editor of an important

magazine in London, England. His letter was something like:

Dear Sir: Please stop the use of British spelling. Please spell all

words in the way Americans do."

(3) The editor, of course, was shocked by this rude "order." The editor replied with

one short sentence: What a nerve!

Hmm your explanation seems right but I couldn't fit to the context. Because he's saying this sentence by himself not to somebody else. The beginning of it is like this:

I wanted to march down there and find out what was going on and see that
it was written up and printed on every front page from St John’s to Victoria.The nerve and the gall!

Is this mean the same to you? If it is I'll translate as you say

:?: I think he's just reflecting on their nerve and gall. He's too annoyed to bother putting it into a sentence. I don't think a sentence (there isn't one) is addressed to anyone. ;-)
