"The performers that we saw at the festival were terrific." Is this an adjective clause ("that we saw at the festival") with necessary information, because we have to identify which performers were terrific?

Or do we have to write it with commas " "The performers, that we saw at the festival, were terrific." So in this case it will be an adjective clause with extra information. Which of the two sentences is correct?
 
I think the former.

If you had just told someone that you were at a festival, then because of that context you would probably just say "The performers were terrific!"
