To me, the "of" part is pronounced [ev].

To me, the "shinest of" part is pronounced /ˈʃaɪnɪəs tev/. I don't know why.

Simple. You are misunderstanding phonemic script.

The strong form is pronounced /ɒv/ (BrE), /ʌv/ or /ɑːv/ (AmE/; the weak form is pronounced /əv/, /ə/ or v/.
