Which one is correct or more appropriate ?

1) I was fully occupied the whole of last week.
2) I was fully occupied the whole last week.

1 is correct.

2 is not appropriate for anything.

Despite the repetition, you'll frequently hear "I was busy the whole week last week".

In AmE, you'll usually hear I was busy all last week.
