Unless you are starting a sentence with something like "There have been ..." or "There has been ...", "There have" and "There has" are incorrect.

There are two dogs. (Simple present)
There were two dogs. (Simple past)
There have been two dogs... (Present perfect but could only be used if something follows "dogs".)
There had been two dogs... (Past perfect but could only be used if something follows "dogs".)
There will be two dogs. (Future)

You need to concentrate on the difference between the verb "be" and the verb "have" and their different forms.
