Do these sound natural?

1. There are some changes to this year's event.
2. There is a change to this year's event.

By the way, can we use "there is a change" as a sentence?
E.g.: There is a change. Please call me tomorrow to discuss about it.

Yes, though there would have to be some earlier reference to what it is there is going to be a change to,
