What does he say at 1:17? - I hear - There's many roads that lead to Donald but but. Does he pronounce the first but like u: in boot?

Not like "boot" but more like "buht". I'd need to listen to a bit more but he sounds as if he's from around Manchester. That pronunciation of "but" is a regional variation shared by many areas in the north of England.

I don't do phonetic symbols but based on the statement that a Mancunian "but" rhymes with "put", I'll say yes.

That's also possible. I tried to find a biography for him that included his place of birth but failed, although I found one that said he went to university in Hull, so that fits your conclusion.
 
Yes, Hull sounds about right.
 
No, he pronounces it in close to the standard way. The stressed vowel in that word is not especially accented in the way people from Yorkshire speak.
