[Grammar] time phrase in passive sentences

I would like to know in what order I should place "by + agent" phrase" and "time" phrase in passive sentences. For instance,
The book was written by my father in 1998.
The book was written in 1998 by my father.
Which of the above is correct?
 
Could you kindly explain why you said my first alternative is correct?
 
Is there any rigid rule for ordering adverb phrases in a sentence? As far as I know, there is the rule "P, M, T, P, R" (place, manner, time, purpose, reason). Please correct me if I am wrong.
