Is the phrase "to add to the scenario" natural in English? I heard someone use it but the person isn't a native speaker.

The flight was already delayed by three hours, and to add to the scenario, the airline completely lost my checked luggage.

Is the sentence I wrote natural?

No.
Instead of the part highlighted in blue, say:
... to add insult to injury,
or
... to make matters worse,

Also note that "completely" doesn't make sense in that sentence. For the last part, try:
"... (all) my checked luggage was lost".

It's not used in everyday contexts. A film critic might say:

"I found the storyline convincing. However, to add to the scenario, the director should consider shooting a few more outdoor scenes in the sequel".
