I came across this sentence and I am not really clear on what the sentence means. Can you help me understand this sentence? Thank you in advance.

The sentence is:

"The contractor shall perform a site visit to the extent that it is not already required by the Agency."

The phrase, "to the extent that it is not already" is what confuses me. If the sentence reads, "The contractor shall perform a site visit when Agency requires it.", would the meaning change in any way? If so, then what does the original sentence exactly mean? When would the contractor actually do a site visit?

The meaning is not clear to me.

It seems to be saying that the the contractor is obliged to visit the site even if that is not already required by the Agency. If that is the case, who is placing the obligation on the contractor? 'To the extent that' is most unhelpful.
