What do we the kind of winter clothing (top) which is fixed with a hat and cannot be removed. There is alway a string to tighten the hat around the part of the neck.

Do you mean this? It's called a "hooded top" or "hoodie" Redirect Notice

There are many different names for the entire piece of clothing you describe. Because you said "winter", I would say that "anorak" might be a good choice. However, hoods can be found on many different types of clothing made for all seasons.

I'd like to repeat that the part that covers your head is called a hood, not a hat.
 
You're correct Barb. My mistake.
The sentence could read:
What is the name of a piece of winter clothing that has a fixed hood that cannot be removed?
 
"A winter coat" or a "winter jacket." You could describe the coat as "hooded." "Parka" is another name. This is a heavy coat.

"Hoodie" is the modern term for what used to be called a "hooded sweatshirt." This is a lighter garment than a winter coat. For fall or spring use, or for wearing under a winter coat when it's really cold. Also, for wearing indoors when it's chilly inside.
 
In a lot of cases, the hood can be removed. Many hooded coats and jackets actually have a zip which connects the hood to the coat so that it is possible to take it off. That would be probably be clear in the item description though:

Parka with removable hood.
Ski jacket with removable hood.
Anorak with removable hood.
