According to the follow-up demonstrations, I think the text should be

Turbo time measures how long it lasts for each phase of colored fire [STRIKE]to appear[/STRIKE].

The original seems to me that it means,
turbo time measures how long it takes in order to make each phase of colored fire to appear. But that is not the case.

What do you think?

Your version isn't grammatical. It could be corrected to "Turbo time measures how long each phase of colored fire lasts".

But yes, turbo time seems to be how long the speed burst lasts. The colored fire seems to be an indicator of how long the upcoming turbo time will be, with blue being the shortest and pink the longest.
