[Grammar] two questions about "as well" and "provide with/for"

Hi, teachers, I just have two questions,
First, what is the difference between "provide with" and "provide for"?
Second, Can the phrase "as well" precedes a sentence, just like in the following example,
"As well, the company should also follow the standards..."

We have concerns about whether the government will be able to provide viable social services [FONT=&quot]for[/FONT] poorer families/provide poorer families [FONT=&quot]with[/FONT] viable social services.

Second, Can the phrase "as well" precedes a sentence, just like in the following example: "As well, the company should also follow the standards...".
It's not very natural. 'In addition' is better.
