They are both acceptable but the first seems a little more natural, so that's the one I recommend. You could also be wordier: EFL teachers at the university level.

You're right; they are actually university lecturers, but I used an umbrella word - teachers. Nevertheless, what's is your answer, Tdol?

It is a part of a thesis title in fact. The title is like this: Investigating Libyan University EFL Lecturers' Beliefs and Practices Towards Using Facebook In English Teaching.
So, I'm confused with whether it is University EFL Lecturers OR EFL University Lecturers. Plus, this is a default way of titling in our institution i.e. I should not go wider with the phrase I am confused with as Mr. @probus indicated. So, your final answer is?

I don't really understand what EFL lecturers are, or what they lecture on. Are you sure you don't mean EFL teachers? (I suspect you do.) Or do you mean they're teacher trainers, part of their job being to lecture on methodology?

Why do you need to mention that they work at university? What difference does that make? Just call them EFL teachers, or if you do have a special reason to distinguish ones who work at universities from other ones, I suggest university teachers of EFL.

They are NOT teacher trainers.
YES; I need to mention they work at university simply because my study/thesis deals with university teachers/instructors/facilitators, not any EFL teachers. I hope my point is clear.

If you use either of these, you'll have to rephrase the title. For example:

Investigating the Beliefs and Practices of EFL Teachers Working in Libyan Universities, surrounding Using Facebook in the Classroom

That's better because it shows you're talking about Libyan universities, not Libyan professionals. I can't give a better suggestion until I know exactly what the thesis says or does.
