what is the usage of this form " be(am/is/are)+to be+pp"?

"He was to be paid $200"
The plan/arrangement was to pay him $200. Whether he was paid or not, we don't know.
Similarly, "He is to be paid $200." The plan is to pay him $200. He hasn't been paid yet.
