Using Ditto Marks In English

This question may sound a little bit odd but, I heard from somebody that ditto marks aren't used in English. Is it right?

They are used, but many people consider them to be a sign of laziness on the part of the writer.

Strongly agreed with 5jj. The only time I use ditto marks is for my own notes in lecture classes. I would never use them as part of a paper I expected to show or turn in as an assignment.
