I was watching the other day Dawson's Creek on TV and one of the girls said to Dawson.”How often do you walk your dogs?"...and his face was pale, She asked him the question because Dawson had told her that he would answer any, but any question to her, (I think they were dating, but now they are friends) and I guess that the expression has another connotation...a friend told me that is similar to masturbate, Is my friend right?

I'm from England and I've never heard that term refer to that act. Though from some of the slang these days I wouldn't say your friends wrong for sure. Maybe its an American thing but in the UK I only know that phrase in its literal meaning.

I'd never heard the phrase used in this way before, either.

However, according to the Urban Dictionary - that lexicon of slang and street patois - it can indeed have the meaning that your friend told you about.

You can't say anything these days without wondering whether somebody somewhere has given it a salacious connotation.

New to me, and it strikes me as rather polite and euphemistic if it's a recent phrase.

It's a new one on me too, but as Rover said, the Urban Dictionary certainly shows that as one of it's slang meanings.
