I keep asking these questions is because I want to help myself read complex writing more easily in the future.
Two things. One, delete "is" in that sentence. Two, I didn't mean to dump on you. I just said what I was thinking.

Context should always be helpful. The more practice you get the better you should get at understanding things based on the context in which they appear. Indeed, outside of context what does any sentence really mean? (Nothing.)

It happens a lot that I know the context but I still don't understand the meaning of a particular sentence. Or I find it ambiguous. It's really frustrating when I understand every word but when they are combined, I don't get it.
