A friend of mine has open a pet shop recently and the following conversation was between us.

Silver: What does a pet shop do?
Sally: Usually such a shop sells pet snacks and toys mainly for dogs and cats and pet owners can also have their pets showered here. Besides, we offer haircutting and hairdressing service for pets.

The conversation was translated by me into English. Please help me to make it natural.

Intended meaning: Pet shops are those shops for pets. Pets can take a shower there, cut their hair and also dress smartly there. Also, pet shops sell pet snacks but mainly for dogs and cats.

See above. I have no idea what the underlined part means.

Yes, but do pets get dressed smartly at pet shops?

Is there a reason why pets cannot get dressed smartly at pet shops?

The hair cutting is done at a "grooming parlour" and wouldn't be a typical activity in a pet shop in the UK. If the service was offered we would specify "pet shop and grooming parlour".

Confusingly very few pet shops in the UK actually sell pets as animal welfare laws now require licensing and inspection.

Regrettably there are still plenty of pet shops in North America that sell animals as pets.

Very few pet shops still sell cats and dogs (fortunately) but sadly are many still selling small rodents, fish and birds.

Does dressing smartly necessarily involve hair cutting?
Can a pet get dressed smartly without hair cutting?

This has become a very strange thread!
In general, in the UK, if someone takes their dog to a grooming parlour, they might also be offered some sort of cute "outfit" for the dog to be dressed in afterwards and maybe something like a bow in its hair or a neckerchief. I've never heard it referred to as "dressing a dog smartly"!
The main purpose of a dog groomer is to cut/trim the fur so that it's neat and doesn't get in the dogs' eyes, and to trim their nails.
I suppose there might be some professionals who simply "dress" dogs without grooming them but I've never heard of one. The closest I can think of is a pet photographer - they usually have a huge collection of "clothing" for animals that they can get dressed in before their photo shoot.
