You could simply resort to a dictionary. There is nothing difficult in your query. The noun is flounce.
 
Longman: ' flounce:a way of walking in a quick determined way without looking at people, because you are angry'!!!
 
I don't think either definition is particularly helpful when it comes to understanding 'flouncy' in The Rivals is a production which could have been showy, flouncy and self-satisfying beyond endurance.

I am not sure myself exactly what the writer meant - possibly something like bouncy, lively, 'in-your-face', with 'attitude'.
 
This is one definition of it which doesn't fit here

I disagree, it could mean "over decorated" which fits with "showy". I do agree, though, that it's not a particularly good word to use in the context. Perhaps you could write to the author of the piece and ask what they had in mind. I doubt whether anyone else can be really sure.
