The guy leaning over it was shirtless and wearing a do-rag, trying to come across as urban cool.

I used dictionary to translate but I didn't get about this word who know that please explain me.

Have you looked up the verb "to lean"?
verb: to incline or bend from a vertical position ("She leaned over the banister")
