I heard the similar structure like perverse perverson, what do they mean exactly?

I'm sorry, but your subject line means nothing to me, and I would consider "perverse perversion" to be quite redundant.

Can you give the entire context in which it was used?
 
I've heard this sort of structure used but I wouldn't say it's common. It's usually used to show that someone is the epitome of a certain characteristic, that that characteristic pretty much sums up their entire personality.

Someone who is very "lovey" (or romantic) would be "Lovey Loverson" as if it were their name.

I don't think it works with all characteristics. I personally think that the "Perverse" example you gave sounds very unnatural. I have heard "Fatty Faterson", "Sleepy Sleeperson". I was once referred to as "Picky Pickerson" as a result of my pedantic nature.
