Dear all,

On a webpage: http://www.firesprinklerinitiative.org/legislation/sprinkler-requirements-by-state.aspx states with home fire sprinkler requirements), I came across the sentence "Legislative action placed moratorium and mandatory option of residential sprinklers until 12/2019." for the state of Missouri. I checked the meanings of these two expressions, but found them quite contradictory. Does this sentence mean that such regulations are holding back the requirement for sprinklers until 12/2019? Is the sentence saying that sprinklers are currently required in Missouri?
