Same as "cringe."
"Up" in this case is a function word for additional emphasis.

Off topic: I cannot resist saying that I strongly disagree with most of what the lady in the video is saying about intonation in AmE.

On point: I've never seen or heard "cringe up". At first I thought it might be very new slang, but urbandictionary.com hasn't heard of it either.

I've never heard it either. I'd just use "cringe".
