Every time I hear uptalk I immediately cringe up.

What does the phrasal verb "cringe up" mean?
 
Off topic: I cannot resist saying that I strongly disagree with most of what the lady in the video is saying about intonation in AmE.

On point: I've never seen or heard "cringe up". At first I thought it might be very new slang, but urbandictionary.com hasn't heard of it either.
