[Vocabulary] What does 'whole-of-economy' mean?

I see the word 'whole-of-economy' on sentences like:
  1. The Australian Government released Australia’s Cyber Security Strategy in 2016. This strategy recognises that improving cyber security is a whole-of-economy challenge.
  2. The Morrison Government has released a whole-of-economy plan to achieve net zero emissions by 2050.
And I can't understand what it means. Does it describe something that relates to the whole economy literally or that affects lots of stuffs?
 
It is a complete overhaul of the way the economy works that will affect many areas.
