I wonder, should the two whoa be in quotation marks? Or only the first one? How is this punctuated correctly?

I don't think punctuation or grammar are foremost in the minds of people who create memes. Quotation marks would be ideal but it's understandable as it is. Putting the second in capital letters makes the reader "shout" it, which is what would happen if it were said aloud.
