There is no "best" question. There are lots of ways of asking a question that would elicit that response. I would say "What time are the shops open till?" or "What time do the shops close?" (although the latter is more likely to elicit "Hmm, I guess the shops close at midnight").

Question 1 in your list is grammatically incorrect because of the word order "what time the shops are open", which is inappropriate in a question. Question 6 sounds as if the shops aren't open at all yet but you're asking about their future opening hours. Question 7 has the non-existent word "shopers".

Note that we do not put a space before a question mark, as you have done in 1 and 4.

I think you are reading the sentence wrongly. You should read it as:

"Question 6 sounds as if the shops aren't open at all yet but you're asking about their future opening hours."

The "yet" in the sentence is not a conjunction but an adverb.

Also, the shops might be open during the day only at the moment, but are planning to open at night too.
