I'm not familiar with this structure: Be hard of sth ( No.2). Is this sth like expression?

Yes, it is a common expression to describe someone who has some hearing loss.

Does it( this expression) belong only to "hearing problem or loss"?

As far as I know, "to be hard of" is only used with "hearing". Don't try to use it for any other physical deficiency.
