Q. Who ------ was going to take your photograph?
a) you said
b) did you say
c) did you say that
d) you did say

I think b is correct, but I can't explain ....
Can anyone tell me the grammatical rules associated with this question?

C uses inversion correctly but includes a conjunction that doesn't belong there.

The most elementary thing to get right first is the rules for past simple object question formation.

Q + A + S + V

(Question word + Auxiliary verb + Subject + Verb)

Who did you say ...?

And then think of it like this:

You said somebody was going to take your photograph.
I can't remember who you said was going to take your photograph.
Who did you say was going to take your photograph?
