X married Y/Y is married by X

The word marry is transitive verb as in X married Y. can we say Y is married by X? Why is it seldom used that way?

The word verb "marry" is transitive, verb as in "X married Y". Can we say "Y is married by X"?
Please pay attention to punctuation and capitalization.
We say "X is married to Y".
Why is it seldom used that way?
Note that "married by" is possible, but it has a different meaning. For example,
"James and Mary were married by Fr Jones". It means James and Mary were joined in marriage by Fr Jones (the priest).
