AS to +verb

Hi,

What does "as" mean at the begining of a sentence like the one below?

As to accomplish their daily tasks, employees need up-to-date information.As to accomplish their daily tasks, employees need up-to-date information.

In this context, it means "in order", or, "to be able".

However, I would write it, "So as to..."

In addition to CD's and Piscean's versions, you could start 'As to accomplishing ...'
 
Yes. It defaults to download; I caught that and told it to open in Adobe Reader DC instead.
 
You could just start with "To accomplish ..."
