What is the meaning of the expression in bold?

"The least interesting fact about the protesters is that some of them may or may not have at one point or another employed some of the tools of the new media to communicate with one another."
 
'At some point in time'. It's deliberately vague. 'At one point' is far more specific:

At one point, the demonstrators appeared to be ready to charge the police.
