Can we say "good hospital or shops are available in a city" while speaking about advantages of living in a city."Present" also do not seem appropriate to me.

Maybe something like:

Well-equipped hospitals and fully stocked stores are

found/ located in larger cities.

Maybe (I am not sure) the word available is not the best

word. I get the idea (only my opinion) that the services of a

hospital are available, but not the hospital.

Yes, I agree: maybe present would not be too appropriate.

In AmE, we'd say hospitals and shopping areas are nearby. If we wanted to be more specific we'd say "X city" is within Y miles of Z Hospital, a major medical center, and is also very near several retail shopping areas.
 
How about good hospitals and shops are (to be) found in cities?
