I should have suggested in my first post that the OP rewrite the whole thing. It's too confusing. Most it doesn't make much sense (if any).

"Finalized" is also possible.

The third sentence is not correct.

'Who is the contact person' is a noun clause there.
'Who' and 'the contact person' are the subject and the subject complement respectively.

So how does that affect the order of subject and verb?

To me, the verb(is) should come after the subject and not before.

I know who has been made the contact person.
I know who is the contact person.
Do you know who is the contact person?

'Who' is the subject.

I think in the following way:

1. I know who has been made the contact person.
2. I know who is the contact person.
3. Do you know who is the contact person?

'Who' is the subject.

I think the "who" in (1) is different from "who" in (2) and (3).
You can replace "who" in (1) with "the person", as it is an object(passive sentence).

As Piscean stated, the order of the subject and verb in "who is the contact person" is such that it can only be used as a direct question.
(2) and (3) are not. (2) is a statement and (3) is an indirect question.

3. Do you know who is the contact person?—Peter is the contact person.
4. Do you know who will take the job?—Peter will take the job.

In (1), 'Peter' is the subject (rather than the object) of the passive sentence.
In (3) and (4), 'Peter' is also the subject.
Is there a rule that the pronoun 'who' cannot be the subject? If yes, please show me the reference.

I will leave the explanation using grammar rules to the teachers. Suffice it to say that it has to do with the order of words - the order is reversed only for direct questions.
All I know is that the above is not correct, and it is a common mistake.

Anyway, it would be marked as wrong in an English exam.
I hope not. That's a correctly worded question. Americans would be more likely to phrase it this way: Do you know who the contact person is?
