Do we say:

He is considered as a wonderful actor.

He is considered a wonderful actor?

They are both used. To my ear, there is a slight difference.

'He is considered a fine actor.' [No question, I agree.]

'He is considered as/to be fine actor.' [But I'm not so sure.]

But maybe I'm imagining it. What do others think:?:

To me, "He is considered as a wonderful actor" sounds very unnatural. I would prefer either:

He is considered a wonderful actor

or

He is considered to be a wonderful actor.

What about 'It's time he was considered as a fine actor'? [I'm really not sure...]
