when saying something in the past, should all the words be in the past?
 
He said that he will be there. They knew that they were going to be famous.
 
When saying something in the past, should all the words be in the past?

Welcome to the forum. As you can see from SoothingDave's examples, it is not necessary for all the verbs to use the past tense when talking about the past. Please remember to start your sentences with a capital letter.
