It means "in the style made by rural people or people who live in the countryside".

I don't know what the difference would be between "country potato salad" and any other kind of "potato salad", but clearly whoever wrote it had found a difference.

It might mean that, but that's not necessarily the meaning. I would agree that the "country" recipe for many dishes is probably simpler than other versions, simply because many years ago, people in the country didn't have access to the variety of ingredients that town-dwellers did. However, without knowing the recipe, it would be difficult to tell.
