A recent oil pipeline explosion has claimed more than fifty lives in China. Yesterday, the Chinese regime chieftan went to the scene to survey the damage and comfort the local devastated community. There is an internet comment on his trip: damn he went, damn he didn't.

I want to know what the comment really means. Does it mean whatever he does will not be positively viewed?

In English. this is "damned if he did, damned if he didn't". It means that he loses either way.
 
It's normally heard in the first person when someone realises that they can't make a choice which will be beneficial to them. "Damned if I do, damned if I don't".
